Hebei Bureau of the National Mine Safety Administration was officially inaugurated

On the morning of October 22, the Hebei Bureau of the National Mine Safety Administration was officially established.
According to the "Notice on Matters Concerning the Establishment of Institutions of the National Mine Safety Administration Located in Local Areas" issued by the Central Organization Department of the CPC Central Committee, the Hebei Coal Mine Safety Supervision Bureau was renamed the Hebei Bureau of the National Mine Safety Administration. The renamed Hebei Bureau of the National Mine Safety Administration is under the dual leadership of the National Mine Safety Administration and the Hebei Provincial Government, with the National Mine Safety Administration taking the lead. It is responsible for mine safety supervision and inspection within the administrative region of Hebei Province.
Over the past 22 years of the Hebei coal mine supervision system, Hebei's coal mine safety level has improved year by year, and the high-quality development of the coal industry has accelerated. The annual number of deaths in coal mine accidents has dropped from a high of 316 to a low of 1, with no major or above coal mine accidents for seven consecutive years. This has made a positive contribution to the sustained and stable improvement of the national coal mine safety situation and the economic and social development of Hebei. This reform further consolidates the mine safety supervision and inspection system of "national supervision, local regulation, and enterprise responsibility," focusing on the functions and responsibilities of the Hebei Bureau of the National Mine Safety Administration. Its main responsibilities include implementing the Party Central Committee's guidelines, policies, and decisions on mine safety production; supervising and inspecting local mine safety supervision work; urging the implementation of policies and measures on mine safety access, regulatory enforcement, risk classification control, and hazard investigation and governance; putting forward suggestions to local governments on improving and strengthening mine safety supervision; carrying out regulatory enforcement on coal mining enterprises; and conducting spot checks on non-coal mining enterprises. This reform will adjust the dispatched coal mine supervision sub-bureaus into internal law enforcement departments, and transfer matters such as coal mine safety production permits, design review and completion acceptance inspection of construction project safety facilities, certification of testing and inspection institutions, and relevant personnel training to local governments.
Shen Shaobo, Party secretary and director of the Hebei Bureau, stated that in the face of new responsibilities, tasks, and missions, the Hebei Bureau of the National Mine Safety Administration will always adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guide, take protecting the lives and property of miners as its mission, and take promoting the high-quality development of mine safety throughout the province as its responsibility, continuously promoting the stable and positive development of mine safety production in the province. It will always adhere to serving the overall situation, integrating mine safety supervision work into the overall economic and social reform and development of the country and Hebei Province, unswervingly implementing the decisions and deployments of the Party Central Committee and the State Council, and the work arrangements of the Ministry of Emergency Management, the National Administration, and the Provincial Party Committee and Provincial Government. It will actively strengthen coordination and cooperation with relevant provincial departments to jointly promote the mine safety work in the province to a new level. It will always adhere to the new development stage, implement the new development concept, and demonstrate the new look and image of the mine supervision institution with new responsibilities and new actions. With the most enthusiastic spirit, the most high spirits, and the most vigorous posture, it will wholeheartedly devote itself to the cause of mine safety supervision and submit a satisfactory answer sheet to the Party and the people.
