The list of the first batch of 333 green mines in Liaoning Province has been released! Enterprises can receive a tax reduction of up to 15% on corporate income tax! Is your mine on the list?
Nov 15,2020
Recently, the Liaoning Provincial Department of Natural Resources announced the "List of Mines Included in the Liaoning Province's 2020 Provincial Green Mine Creation Database" on its official website (the full list is attached at the end of the document). A total of 333 mines were selected as the first batch of green mines in Liaoning Province. Let's see if your mine is on the list!

As early as February 26 this year, five departments including the Liaoning Provincial Department of Natural Resources, the Liaoning Provincial Department of Finance, and the Liaoning Provincial Environmental Protection Department issued the "Liaoning Province Green Mine Construction Implementation Plan" on their official websites. The plan encourages and supports mining enterprises to carry out green mine construction work from aspects such as mineral use, land use, finance and taxation, and financial support. It requires that 100% of newly built mines meet the requirements of green mine construction, and that production mines accelerate upgrading and transformation to gradually meet the requirements.
I. Mineral Resource Support Policies
For the mining quotas and mining rights allocation of mineral species under national quota control, those that comply with national and provincial relevant industrial policies will be prioritized for green mines and green mining development demonstration zones. For mining rights that meet the conditions for agreement transfer, they are allowed to be preferentially transferred to green mining enterprises through agreement.
II. Land Use Guarantee Policies for Green Mine Construction Projects
First, when compiling or adjusting the overall land use plan, each city should incorporate the land required for green mine construction projects into the overall plan and prioritize the reasonable demand for new construction land for the construction and expansion of new green mines in the annual land use plan. Second, for mining land, after the construction land procedures are legally handled, it can be transferred, leased, or leased first and then transferred through agreement; for land supplied through transfer, the land user can flexibly choose the term of land use rights within the legally stipulated maximum transfer term based on factors such as the mining production cycle and mining years, achieving flexible transfer, and can stipulate the payment of land transfer payments in installments in the land transfer contract as per regulations. Third, support green mining enterprises to timely reclaim and revitalize existing industrial and mining land, and link it with new construction land. Integrate the construction of green mining development demonstration zones with the reclamation and utilization of abandoned industrial and mining land, the restoration of geological environment of mines, the treatment of soil pollution in mining areas, and land consolidation. Under the premise of complying with planning and ecological requirements, it is allowed to use the farmland increased by the reclamation of historically abandoned industrial and mining land for farmland compensation balance. Fourth, for farmland or other land damaged and irretrievable due to legal mining, after on-site investigation according to the requirements and procedures of land change investigation, and after special report review and approval, it will be included in the annual change investigation. For farmland and basic farmland, it will be implemented in accordance with relevant national laws and regulations.
III. Financial and Tax Support Policies
First, encourage green mining development demonstration zones to actively strive for central government funds for geological mineral resource investigation and evaluation. While making good use of central and provincial funds, local governments can coordinate geological mineral resources, mine ecological environment governance, heavy metal pollution prevention and control, and land reclamation projects, and prioritize support for qualified projects within green mining development demonstration zones. Second, for enterprises that continuously conduct technological research and development and technology transfer of green mine construction within the scope of the "National Key Supported High-tech Fields", green mines that meet the conditions and are recognized as high-tech enterprises can be taxed at a reduced rate of 15% on corporate income tax according to law.
IV. Green Finance Support Policies
First, encourage banking financial institutions to develop green mine-specific credit products that meet local conditions, based on strengthening the assessment and management of environmental, health, safety, and social risks of investment projects in the mining sector, and increase financial support for green mining enterprises in environmental restoration and governance, heavy metal pollution prevention and control, and resource recycling under the principles of controllable risk and commercial sustainability. Second, for green mining enterprises with sound environmental, health, safety, and social risk management systems, timely information disclosure, good interaction with stakeholders, purchased environmental pollution liability insurance, competitive, marketable, and profitable products, financial institutions are encouraged to actively provide financial services and financing support, broaden financing channels for green mine construction, and inject strong vitality. Third, strengthen support for green credit. Include green mine information in the enterprise credit system as an important reference for banks in conducting credit business and other financial institution services. Fourth, support government-backed guarantee institutions to establish structured green mining guarantee funds to provide credit enhancement services for green mining enterprises and projects. Encourage social capital to establish various green mining industry funds to provide financial support for green mining projects. Fifth, actively promote qualified green mining enterprises to be listed on the domestic SME board, GEM, and main board, as well as to be listed on the "New Third Board" and regional equity markets for financing.
